That with respect to Confidential Report C2026-0283, the following be adopted, after amendment: That Council: 1. Use the preliminary information and approach outlined to guide Administrations refinement and prioritization of budget proposals for further consideration later in the 20272030 budget cycle; 2. Direct that this report, Closed Meeting discussions, and Confidential Attachments remain confidential pursuant to Section 29 (Advice from officials) of the Access to Information Act, to be reviewed no later than December 31, 2026; 3. Direct that, notwithstanding Recommendation 2, this report, Closed Meeting discussions and Confidential Attachments be released to Business Planning - Finance, and further shared with Administration and the Calgary Police Service, only where required, to support next steps in the budget process; 4. Direct Administration to prepare a report for the 2026 December Regular Meeting of Council for consideration which provides analysis and impacts of changing the current franchise fee methodology to the Distribution Tariff methodology; and
