That Recommendation 2 be replaced with the following: That Council: If a public submission is received that in the opinion of the City Clerk and City Solicitor & General Counsel meets the subject matter considered in section 46 of the Procedure Bylaw, direct Administration to refrain from publishing the information until such time as Council has an opportunity to review it, receive legal advice regarding the release of information and makes a decision to release the information, and Direct the City Clerk to apply the following requirements to audio-visual submissions: Audio-visual submissions must: be received no later than 12:00 p.m. (noon) on 2025 November 20; and not exceed five minutes in length, must be provided to the City Clerk in accordance with methods determined by the City Clerk for audio-visual submissions, and must be presented by the submitter at the meeting.
