Resolution
That with respect to Report EC2026-0018, the following be adopted, as amended: That Council: 1. Direct Administration to: a. Refer a request for $130,000 in base operating funding to the 2027-2030 Business Plans and Budget deliberations to enable a Purpose-Built Rental Tax Exemption Program; b. Further engage with industry to inform program need, design and targeting; and c. Return to Executive Committee by Q3 2027 with: i. The necessary bylaws and supporting information for a Purpose-Built Rental Tax Exemption Program to accelerate housing development in Transit-Oriented Development (TOD) locations to be identified in the program bylaws; and ii. A scoping report, the necessary bylaws and supporting information for a Purpose-Built Rental Tax Exemption Program to accelerate certain high-rise purpose-built rental housing development in the Greater Downtown, to be defined and identified in the program bylaws.
