That with respect to Report C2026-0217, the following be adopted: That Council direct Administration to: 1. Commence a pilot zero-based review (ZBR) on three business units to gauge the scale of benefits that could be realized from a full-scale review program; 2. Allocate $1 million in one-time funding to Corporate Planning and Financial Services from the Fiscal Stability Reserve in 2026 to fund the pilot program; 3. Consider funding for the remainder of the pilot and for the full program implementation in the 2027-2030 Business Plans and Budgets; and 4. Report findings of phase 2 of the pilot program to the Executive Committee no later than Q3 2027.
