Give three readings to the proposed Property Tax Bylaw 17M2018 (Attachment 3) for a combined property tax rate increase of 0.2% for residential (0.9% for municipal purposes and -0.8% for provincial purposes) and 1.0% for non-residential properties (0.9% for municipal purposes before the 2018 transfer of business tax revenues and 1.3% for provincial purposes);
