That the 2011 Operating and Capital Budgets and Business Plans, be adopted, as amended as follows, and subject to further reports and amendments being adopted prior to the Tax Rate Bylaw being adopted by Council in 2011 April: 1. By the authorization of up to $5 Million from the Fiscal Stability Reserve for innovation and pilot projects subject to the approval of Council; and 2. By reinstating $500,000 to the Operating Budget of the Calgary Public Library.
