That the Administration Recommendation contained in Report C2017-0465, be adopted, after amendment, as follows: That Council direct Administration to prepare adjustments to the 2018 business plans and budgets based on a property tax rate increase of 0% to 2%, with a maximum of 2%, and return in 2017 November with the proposed adjustments.
